Mitch May is a domestic and civil litigation attorney with an active real estate practice. An experienced Family Court attorney, he represents clients in areas such as divorce, child custody, child support, and Protection From Abuse (PFA) hearings. Mitch maintains an active real estate practice providing experienced representation for clients purchasing homes, commercial property, and refinancing existing mortgages across the state. Mitch also maintains a general practice including the areas of wills, trust and estates, land use, and bankruptcy.


Admitted to the Bar in Delaware and Virginia in 2002, Mitch earned his bachelor’s degree from The George Washington University. While at George Washington, Mitch played varsity baseball and interned with the United States Secret Service. Mitch received his Juris Doctorate from The Columbus School of Law at Catholic University in Washington, D.C. During law school, Mitch clerked in the Gang Prosecution Unit at the United States Attorney’s Office in Washington, DC. Prior to the formation of his own firm, Mitch was an associate with the law firm of Street & Ellis in Dover, and served as law clerk to the Court of Common Pleas in Kent and Sussex Counties. Mitch was appointed by Delaware Family Court to serve as the Court Appointed Special Advocate (CASA) from 2003-06.


Mitch resides with his wife and four children in Dover where he is active with the Holy Cross Parish. Mitch is a past president of the Kent County Bar Association.

Adam Perza is a partner of the firm May & Perza and maintains a legal practice that includes small business acquisitions, residential and commercial real estate transactions and mortgage refinancing, criminal defense, landlord/tenant litigation, liquor license acquisition and transfers, wills and estate preparation, and lottery prize management.


Admitted to the Delaware Bar in 2002 and the U.S. District Court for Delaware in 2003, Adam is the past president of the Kent County Bar Association and vice president of the Delaware State Bar Association. A graduate of the University of Delaware with a Bachelor of Environmental Engineering degree, his Doctor of Law was awarded by Duquesne University in Pittsburgh, Pennsylvania. Prior to becoming a partner of May & Perza, Adam was formerly law clerk to Judge James Vaughn of the Delaware Superior Court and an environmental engineer with the U.S. Army Corps of Engineers.


Adam was elected to Dover City Council in 2012 as the representative of Dover’s Second District which is comprises downtown Dover and the residential neighborhoods of south Dover. Adam and his family are parishioners of Holy Cross Parish where he is a former member of parish council and is a Past Grand Knight of the Knights of Columbus.

Thomas I. Barrows, Esq. is Of Counsel to the Dover, Delaware law firm of May & Perza. Tom received his Juris Doctor degree from Wake Forest School of Law in 1975. While in law school, he was a member of Phi Alpha Delta Law Fraternity. He was admitted to the Bar of North Carolina in 1975, to the Bar of Maryland in 1982, and to the Bar of Delaware in 1984.


Mr. Barrows served as Assistant District Attorney for the 25th Judicial District of North Carolina between October of 1975 and December of 1982, where he spent all of his time in the courtroom prosecuting criminal defendants. From January of 1983 through February 1984 Tom was a partner in the Hickory, North Carolina law firm of Barrows, Hannah, and Greene. In February of 1984, he relocated to Dover, Delaware where he served as the Clerk of the Supreme Court of Delaware until June 1985. Tom joined the Dover law firm of Hudson, Jones, Jaywork & Fisher in 1985 and became a full partner in 1989. Beginning March 2013 Tom became Of Counsel to May & Perza and he plans to focus in the areas of medical malpractice, personal injury law and commercial landlord-tenant law.

Conni Little is the Firm's Real Estate Paralegal. Conni grew up in St. Joseph, Michigan, where she attended Lake Michigan College. She moved to Dover in 1983 and since then has made Dover her home. She is the proud mother of two children; her son is a graduate of Caesar Rodney High School and is serving our country in the US Army, and a daughter who is currently attending Caesar Rodney High School.


She has also attended Delaware Technical and Community College majoring in Business Management/Accounting. She has worked extensively in the Real Estate and Legal Community of Kent County since 1984. Prior to joining May & Perza, P.A., Conni worked at Hudson, Jones, Jaywork and Fisher, LLC, Whitehurst and Curley, P.A. and Young & Malmberg.
